The Demise of the 28-Article Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the announcement of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been defused. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of rocket attacks on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of opposing developments captured the harsh reality of the outgoing year. By day, diplomatic battles are conducted: positive announcements are released from multiple capitals. Significant resources is expended on containing certain initiatives. By night, Moscow brutally reminds the world that, for them, military action persists as the key method for achieving "peace".

Nighttime Reality

As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is able to track rocket firings from across the border, a capacity provided through current data. From observation points, defense planes that had been scrambled to counter approaching guided weapons roared overhead – sophisticated military planes delivered to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems activated: several firings targeted at a hostile projectile. This was a sophisticated defense system at work, presumably supplied through partner states. Every firing jolts you unexpectedly, rattling buildings. The moment of terror quickly transforms into sober acceptance: possibly the hostile projectile won't hit its mark this time, protecting urban areas from catastrophe and further power outages.

Persistent Threats

Following this, a automatic firearm fired at a aerial vehicle close by, part of a defensive team – most likely imported technology. Sadly, the shots failed to hit the enemy aircraft – it pressed on overhead toward its target.

Periodically, this carried on until dawn. Kyiv awoke to the daybreak reports: seven people killed, damage and infrastructure problems in many homes as a result of the evening attack. As typically, everyone still went about their day – living the war. But those entire period encapsulated Ukraine's essential dependence on external assistance – a dependence that European nations are clearly incapable to fill in the short term.

Failed Diplomacy

The comprehensive proposal from Washington provoked deep reactions, discussion and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.

Every new proposal from US leadership follows the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually achieve victory. This cycle will, undoubtedly, endure.

Strategic Calculations

It is easy to blame particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. US administration works based on a premise well known to experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration presumes that it is impossible to compel Moscow to abandon the areas that it presently holds in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, Washington does little to deter Moscow, through diplomacy or military means, from believing that the situation will not change more in its favour in the coming year.

Opposing Positions

Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their motivation to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leader remains completely certain in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing lives and land but averting a complete military breakdown until circumstances change in its benefit.

Current Realities

Factually, there are no genuine requirements for a ceasefire. Now, subjective factors are becoming relevant: personal goals to negotiate peace and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unsuitable, so that their attention does not shift toward internal issues. And although their objective will now be much harder after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Assessment and Future

It took a just a single week to kill the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, current information leaks, all achieved their purpose.

While new initiatives based on old ideas are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and show specific hesitation to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, primarily depend on sustained allied backing.
